The only FORCING of banks to make loans was the ending of redlining. That is refusing to make loans to QUALIFIED applicants because they were going to buy homes in minority neighborhoods. Only pure racism could turn that into the government forced banks to make loans to unqualified applicants. That never happened. The Atlanta Journal Constitution won a Pulitzer Prize by sending white and black people with IDENTICAL financial information to banks and watched the black applicants get turned down and the white applicants get loans. Only a racist would say that an applicant was unqualified because they were black and that is the ONLY thing the federal government tried to stop the RACISM never were banks forced to make loans to unqualified applicants. Bill Clinton passed law forcing banks to give home loans to people who can’t afford to pay. Barack Obama joined with ACORN to sue banks to get them to make these loans. A Bill Clinton appointee got Fannie to promise to guarantee these bad loans that banks were being forced to make and then they cooked the books. When the Bush administration bought this before Congress in 2004, democrats led the effort to silence the concerns.

The evidence strongly suggests the latter. First, consider timing. CRA was enacted in 1977. The sub-prime lending at the heart of the current crisis exploded a full quarter century later. In the mid-1990s, new CRA regulations and a wave of mergers led to a flurry of CRA activity, but, as noted by the New America Foundation’s Ellen Seidman (and by Harvard’s Joint Center), that activity “largely came to an end by 2001.” In late 2004, the Bush administration announced plans to sharply weaken CRA regulations, pulling small and mid-sized banks out from under the law’s toughest standards. Banks began making every loan they could focusing on the high risk loans that brought in the big comissions because they didnt CARE if they were paid off since they were going to bundle them and sell them to financial institutions. This was what Glass Steagal was written to STOP from happening. The big institutions bought as much as they could get causing a demand for even MORE loans no matter how risky and THEY didnt care if they got paid off because it looked good for the short term profits and brought big bonuses and they could always count on the longtime conservative maxim that we ALWAYS have socialism for the rich. They KNEW taxpayers would bail them out and in the meantime THEY got the bucks. So it was a HUGE failure of CONSERVATIVE policies.
